Sabine and Uwe, two partners in a Stralsund police team, are looking forward to calling it a day and going home. They've just got to stop one last car in a routine traffic check. The situation tips, however, and the driver goes on a rampage, brutally killing one cop and fleeing to the town square with the policewoman and the patrol car. Meanwhile, Inspector Nina Petersen has just returned to work after having been injured in a shootout on the job. When she hears about the drama taking place on the roof of Stralsund's City Hall and the hostage-taking of Sabine, Nina rushes to the crime scene – and soon notes that a young woman working in the registry office seems suspiciously nervous. Perhaps it's because she could see the marksman from her office window but claims she wouldn't be able to recognize him?
