At a roadside traffic control police officer Walter Maiberger pulls sex offender Friedrich Schmolzer out of his vehicle and batters him nearly to death. None of those standing by intervene, believing former convict Schmolzer, who had raped four women, had it coming to him. When he drinks, he gets out of control. The European Court of Justice has judged retroactive protective internment to be an infringement of human rights, which is why Schmolzer had to be released. He found refuge with his brother and family in Wallershofen. Claus Reiter is no stranger to the case.
