Wilsberg’s old friend Manni Höch realizes he has a bit of a problem when he finds himself in jail. Manni, head of the city’s Department of Buildings, is accused of accepting bribes related to the Bielefeld 23 construction project. The project under contractor Jochen Hellwarth is now in jeopardy. Could Manni’s deputy Margot Becker, a staunch opponent of the project, be involved in the plot somehow?
